switch off hadronic photon interactions in FLUKA

temporary fix for the double counting of photo-hadronic interactions in FLUKA and PROPOSAL #619 (closed) by switching off photon interactions in FLUKA. When the hadronic subprocess can be disabled in PROPOSAL we plan to switch back to FLUKA.

this branch synchronizes the main development with the release branch beta_release_for_plots and the first release tags

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
