switch between hadronic photon implementations

photo-hadronic interactions can either be handled by PROPOSAL+SIBYLL+SOPHIA or by FLUKA. For now we switch off FLUKA (see #659 (closed) and related). Could be configurable.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
