Flat earth propagator

Nikos Karastathis requested to merge flat-earth-propagator into master

This MR contains a new radio signal propagator that tabulates the refractive index and then uses it to calculate the corresponding time delay to the antenna. This uses the approximation of the earth being flat and should be fine for not very inclined showers.
