bump proposal to version 7.3.1

This PR updates the version of PROPOSAL to 7.3.1

The release includes several bugfixes that should improve the stability of PROPOSAL. Furthermore, we fixed a bug in the direction calculation of secondary particles in Compton interactions (see here for more details).
