Add PROPOSAL as git submodule.

Remy Prechelt requested to merge rprechelt-proposal-as-git-submodule into include_proposal_process

This branch adds PROPOSAL as a Git submodule (note: this branch is being merged into the include_proposal_process branch, not master).

See the comments in the CMakeLists.txt for my response to dealing with certain issues in the PROPOSAL CMake build process (which is not compliant with "modern CMake" standards).
