adding boost-170

Hans Dembinski requested to merge add_boost into master

This adds a subset of header-only boost-1.70 libraries to ThirdParty. Instructions how this subset was automatically generated are included in the CMakeLists.txt. The subset includes the important mp11 TMP library. If needed later, Boost.Histogram could also be added in this way.

This replaces the external dependency on Boost-1.60.
