add new PROPOSAL tables

Jean-Marco Alameddine requested to merge proposal_tables_new_23 into master

This commit adds new PROPOSAL tables, in combination with PR corsika!557 (merged)

When users have access to these tables, PROPOSAL won't need to build any more tables, unless settings inside PROPOSAL are changed or a different medium is used.
