switch Sibyll to C7 decay configuration

for beta release we decided to use the corsika 7 configuration that is only long lived hadrons are tracked by corsika (pions, kaons, nucleons and hyperons). All other hadrons should decay internally. Epos was already switched in !627 (merged).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
