Force neutrino shower energy

It would be nice to force the energy of the hadronic shower that is generated from neutrino interactions. This could be done by forcing the elasticity of the interaction.

One thing to consider is how to treat nu_e CC interactions, which would make an immediate EM shower

We may need to discuss with the Pythia devs about this.
