Maintain MAINTAINERS.md

MAINTAINERS.md is rather outdated. Either we should update this, or maybe even decide that this is not needed?! (as there is a steering committee for contact; and current and former contributers are just visible by looking at the commit history)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
