Energy Loss Writer does not take into account particle weights

The writer methods that feed the information to EnergyLossWriter don't take into account the weight of the particles, they simply pass the energy information to it. ParticleCut.inl, ContinuousProcess.inl and BetheBlochPDG.inl need to be changed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
