em_shower: Almost all particles are cut by TimeCut

If I run the em_shower example for a 1 TeV shower with a particle cut of 4 MeV, almost all of my particles are cut by the TimeCut:

Beforehand, there were no particles at all that were cut by the TimeCut.

This has been introduced with !387 (merged), but I am unable to tell what change exactly caused this behaviour (and whether this is a bug or not).
