Missing cmake dependency for particle_db.pkl

I just wanted to make with -j 10 and got this:

make[3]: *** Keine Regel vorhanden, um das Target »Framework/Particles/particle_db.pkl«, 
  benötigt von »Processes/Sibyll/Generated.inc«, zu erstellen.  Schluss.

It is not always reproducible, so there is some race condition.
