extend initialization of nuclear target materials

currently in NuclearInteraction the cross sections for all materials in the universe are initialized before the simulation run.

should be done during the run as needed. additional items

• the cross section interpolation table has a fixed limit of 4 components, could be arbitrary.
• lookup table is implemented in Fortran.
• the lookup table has 6 bins in energy, ranging from 1PeV down to 10GeV in the nucleon nucleon CoM frame. Could be made dynamic
